Lab Certification Program

Introduction

The objective of the Afghanistan Builders Association-Lab Certification Program (ABA LCP) is to provide a mechanism for formally recognizing the competency of a testing laboratory to perform specific tests on construction materials. This program is designed for all laboratories including independent private laboratories, manufacturers’ in-house laboratories, university laboratories, and governmental laboratories. ABA encourages Afghan construction laboratories to provide feedback on the operation of ABA LCP.



Around the world, certification has become a definitive requirement for laboratories associated with product testing, public health, medicine, environmental assessments, and construction projects. Certification is necessary in order to ensure that testing is carried out in accordance with the recognized standards. Afghanistan construction sector must own official laboratory certification requirements for material testing laboratories. Even without regulatory and international trade pressures, laboratories should continually seek to become certified in order to demonstrate, in a definitive way, their technical competence. Certified laboratories can demonstrate that their testing services not only conform to specific national and international standards, but are also of the highest quality. Certification can also enhance a customer confidence in the testing provided by the laboratory.


Since many years US Army Corps of Engineers (USACE) Transatlantic Afghanistan District has financed and implemented lots of construction projects in Afghanistan. For this purpose many national and international construction companies, material testing laboratories, logistic and other companies were involved to accomplish this huge achievement. Construction material testing laboratories who were taking part in USACE projects had to be certified. Since there was no agency in Afghanistan for certification of construction material testing laboratories, USACE took the responsibility of certification of construction material testing laboratories. However, in 2014 a considerable change occurred in this field. In 2014 Afghanistan Builders Association (ABA), a non-governmental, non-profit and the only association who provides different services for construction sector of Afghanistan, came to an agreement with USACE to take the responsibilities of certification and validation of construction material testing laboratories on behalf of USACE in Afghanistan. This was the first time in Afghanistan in which such responsibility was officially transferred from USACE to ABA on October 27th, 2014 in an agreement signing ceremony at Intercontinental Hotel, Kabul- Afghanistan.
